Biography

Carlo E. Abarquez is a Name Partner of VAL Law, and heads the Intellectual Property (IP) Data Privacy, Government Procurement and Mining Law practice groups of the firm. Carlo’s extensive experience in these practice areas allows him to offer practical, responsive and creative solutions to clients.

Among the practice areas the Carlo specializes in, he has counseled various multinational companies in the field of manufacturing, software, technology, retail (clothing, apparel, shoe), entertainment, food & beverage, healthcare and motor vehicles, maintaining their IP portfolios as well as providing advice and solutions on counterfeiting and branding issues. Carlo also counseled various local and multinational companies in banking, financing, insurance, healthcare, recruitment and business process outsourcing industries on their data privacy & data security concerns. Carlo has also conducted various lectures on intellectual property and parallel importation for the Bureau of Customs, Intellectual Property Office, American Chamber of Commerce, Department of Justice, USAID and US Embassy. Carlo likewise has written articles on the matter for different law related journals and publications. Carlo also conducted several lectures on IP and Privacy Law and was previously a professor for IP with Lyceum Philippines University.

During his stint in government, Carlo spearheaded all of the procurement activities of the Philippine Sports Commissions (PSC), explored the various PPP options and other modes of procurement for PSC which eventually led to the modernization of the Philsports Arena, the Rizal Memorial Coliseum, and the creation of the New Clark City Sports Hub in partnership with the Bases Conversion Development Authority.

Carlo previously served as Executive Director of the Philippine Sports Commission and prior to that as an Associate at Quisumbing Torres (QT) – Baker & McKenzie Philippines. During one of the international training conferences of Baker & McKenzie, Carlo was the first Filipino to be given distinction as an IP lawyer and was given the Chris Lim award for the year 2015.
